Marine forecasting plays a crucial role in promoting the development of the marine economy and the prevention and mitigation of marine disasters scientifically. In China, the development of marine forecast information system for the public is relatively lagging, and there is few applications software that can acquire the elements of marine dynamics and environment in the China seas, which cannot meet the increasing and urgent demand of users for marine forecasting information. This paper develops a public information service system for ocean forecast, takes location-based ocean forecasting as the entry point for public users, designs specific application scenarios, and gives the key methods for technical implementation. The system provides the public with fast query and personalized service of marine forecast and advisory information by mobile application and website.
