China is a big maritime country. More than 90% of foreign trade materials and 90% of crude oil imports need to be completed by sea. How to ensure the safety of navigation, stimulate the development of marine economy and build a powerful maritime country is an important part of ensuring China's economic, social development, and national security. After years of continuous construction, a modern supervision system coordinated by VTS, AIS, VHF, CCTV, and LRIT has been basically completed, the three-dimensional cruise and rapid response supervision mobile force with the comprehensive layout of boats, aircraft, bases, and oil spill equipment depots has basically taken shape, the ability and level of safety supervision have been significantly improved, but it still faces a series of problems, such as insufficient supervision ability in the far-reaching sea, weak navigation support ability in the far-reaching sea, insufficient development of supervision and information systems, low application degree of new technologies, and insufficient equipment and facilities. This paper studies the navigation application system of single satellite and constellation of satellite AIS system, based on the current situation of ship supervision in recent years, and formulates the layout scheme of AIS constellation and the construction route of satellite AIS, which provides basic research for improving the ability of China's autonomous satellite ship supervision and navigation system, and improving the intelligent level and service quality of middle and far seas ship shipping. |
