Abstract
The competing interests of the Colorado River between areas and fields have been controversial problems since the last century, especially during continuous drought conditions. This study presents a novel solution balancing general usage with electricity generation, and efficiency with equity. We first model the reservoirs in a widely used method in geology to establish the relationship between water level and water volume, then establish a multi-objective model with a criterion in the form of objective functions. We finally use the Genetic Algorithm (GA) to evaluate the optimized plan, which turns out to be consistent with intuitive cognition, showing that the proposed model should be effective to be used in various regions with different water circumstances.
