Abstract
With the acceleration of the great changes which have not occurred in the world for a century, global uncertainty continues to increase, and profoundly affects the development of smart cities. Facing various uncertainties in the future, the theoretical system and methodology of China’s smart city planning need to be improved and transformed urgently. It is necessary to go beyond the simple and complex paradigms, to gain a deeper understanding of deep uncertainty issues, and to develop new analytical tools. We provide a new framework to the open problem, trying to the smart city adaptive in the deep uncertainty environment.
